Academic quality is ensured through the requirement that all OCE member institutions be accredited with an agency recognized by the Council for Higher Education Accreditation or the U.S. Department of Education or hold membership in the Association of Universities and Colleges in Canada.
Also, all students requesting courses through OCE will be required to hold current student status with an OCE member school, thus giving assurance that they have met all the appropriate qualifications to study at their divisional level (undergraduate, graduate, postgraduate) at their Home Institution and hence at other OCE member Host Institutions.

Schools which are eligible for OCE membership have the option of choosing a 30 Day Free Trial Offer during which time they can post courses for sale and/or provide their students an opportunity to request an online course from another Host Institution. You can test-drive and kick the tires without any obligation to purchase a membership. Of course, we hope that you will find the experience beneficial and will register for membership with OCE after the trial period expires.

Who is Eligible for the 50% Membership Discount?

All new schools, eligible for membership with OCE, have the one time introductory option of choosing the first year or the first two years at 50% off the regular annual membership fee. If you choose the one year discount you will then be assessed the regular rate the second year. If you choose the two year discount you will be assessed half the regular rate for two full years and then the full rate from the third year on.

What if I Just Want to Request One or Two Courses?

If you are not a current student with an OCE school you may be able to apply as a part-time/non-degree student (unclassified) to an OCE school. With this status you will normally be able to request courses totalling up to 12 credits or 15 quarter hours. You will need to ensure that the OCE member school you are applying to has registered for the division (undergraduate, graduate, or postgraduate) level at which you wish to study. A student’s status will be verified as "current" by her/his Home Institution when a course is requested from another OCE Host Institution.

Does a Student Need to Pay a Fee To Register with OCE?

Students will not be charged a registration fee when they register with OCE. The only fee the students pay is the normal tuition fee of their Home Institution when they request courses from other OCE member schools.

Are International Students Eligible for OCE Courses?

International students from anywhere in the world are welcome to register for courses that they are eligible for within the following limitations: You must be a current student with one of the OCE Member schools, you must have met the proficiency requirement of the language in which your selected course is delivered. This must be verified by the course administrator of your Home Institution of record before the LOP is submitted on your behalf, and if you plan to study in the USA or Canada in the future, you can start online courses now and later shift them to a degree when you arrive in the USA or Canada, providing that you are a current student with an OCE member school.

What is an LOP?

The LOP is an online Letter of Permission issued by your school (as an OCE member) which grants permission to enroll in the requested course(s). Check the Transfer of Credit Policies of your school to determine the conditions under which the credits will transferred to your school. It is your responsibility to request a transcript to be sent to your school upon completion of the requested course.

Who is a Current Student?
A:
Students are considered “current” if they have been admitted to an OCE member school either as a program students or as a part-time/non-degree students and have been enrolled in at least one course within the last year at the date the request is made for a course from another OCE member school. A student’s status will be verified as current by her/his Home Institution when an OCE course request is submitted.

Can I Audit an OCE Hosted Course?

All courses hosted with OCE are available for credit only. No online courses posted with OCE can be audited.

What are the Advantages of OCE?
A:
When your Home school becomes a member of OCE you become eligible to take courses from other OCE member schools without paying Letter of Permission and Visiting Student Application fees. This also eliminates the need to make application to another OCE member school. You have more online courses to choose from without the hassle. Providing that the course you choose meets your program needs and is offered at your program level (e.g. undergraduate, graduate or post-graduate), you can mix and match from any online courses offered by participating OCE schools. Each OCE member school has agreed to facilitate transfer credits, as long as the credits fit your program requirements.

How is the Tuition Fee Determined?

Normally, you will be assessed the tuition rate of your current program at your Home Institution. This will include all transaction fees collected by OCE, a small profit margin for your Home Institution, and applicable taxes paid by OCE. If you choose a course from an OCE school that is above your school’s tuition tolerance level (leaving less than the desired profit margin) you will be alerted before submitting your payment. You will have the choice to cancel the request or to proceed. If you proceed you will need to agree to pay the surcharge as indicated.

OCE member schools are offering distance courses that may engage a variety of modes of study. Most course materials and discussion will be delivered to you by an electronic format or platform. Each course profile provides information on delivery format and specific start and completion dates.

What is the OCE Refund Policy?

No refunds are issued once a student has requested and secured an available course. In the unlikely event that a course is cancelled by the Host Institution after a student has made payment a voucher for the amount of tuition less the applicable, non-refundable processing fees may be issued to the student. This voucher must be redeemed within 12 months from date of issue with the same Host Institution.

Can I Get an Extension for a Course Requested Through OCE?

How Many Courses Can I Request Through OCE?

Students can request as many courses as they want but their Home Institution’s transfer of credit policy determines how many courses from another institution will actually be eligible for transfer of credit into their current academic program.

How does the Host School Sell a Course?
A:
All courses that the Host Institution wishes to sell should be posted on OCE. The course information can be entered into the Online Course Exchange by any registered and approved administrator at the Host Institution. Simply sign in as a registered user under Sell a Course and click on Add a Course Listing. Enter the course information in the appropriate spaces provided.
It is imperative that all course and contact information, etc. be kept current by the Host Institution. All modifications to course information are done under the View/Edit Course Listings link of Sell a Course section. Be sure to click on the Submit a Course button at the bottom of the page when all required course information has been entered.
When a Host Institution receives a course request from a student complete with the Letter of Permission from her/his Home Institution the Host Institution must go to the My OCE and click on the Approve or Reject buttons in the Approve Registrations section.

How is the Cost per Credit Determined?
A:
The current credit cost is the tuition rate per credit or semester/quarter hour that a student of the applicable division (undergraduate, graduate, or postgraduate) will pay at the Home Institution. This is the normal rate that the student will pay when requesting a course from a Host Institution.
Q:
What is the Role of the Minimum Profit Margin in My Account?
A:
Home Institutions will enter the minimum dollar rate per credit or quarter hour they wish to collect as a profit margin for each course requested through OCE by their own students. This minimum amount is normally set at a reasonable level by the Home Institution so that a small profit (recommended 20 - 30%) can be made by the Home Institution on each purchase after the OCE transaction fee has been expensed. It is expected that the total price paid by the student for the requested course will normally be the same as the current tuition rate of the Home Institution, including the profit margin collected by this school. This will prevent any competitive price advantage to a student by taking courses at a Host Institution. If a student chooses a course that exceeds her/his Home Institution’s tuition level the student will be alerted and given the choice to proceed with the purchase by agreeing to pay the surcharge (tuition overage).

How is the Tuition Rate for Selling a Course Determined?

The tuition rate (price) is set at the per credit or quarter hour tuition rate that the Host Institution is selling the course for. The total course price should be established at a competitive rate (recommended at 40 - 50% off the regular tuition rate) in order to attract more purchasers. The currency for all transactions is the U.S. dollar for both U.S. and Canadian members.

Should Course Syllabi be made Available?

The Host Institution has the option to provide a link to the course syllabus from the Find a Course page when submitting the course details. It is the school's responsibility to keep the course syllabus current when the link is posted on OCE. Syllabi are not loaded up directly to the OCE website. Only hyperlinks are provided by OCE. Questions about syllabi must directed to the Host Institution.

What are the Advertising Policies of OCE?

Ad banners that threaten the visitor or their computer, or otherwise intentionally mislead visitors into clicking on their banners are prohibited.
